Origins

In 1977, in response to the clear need for consensus among the parties represented in the National Assembly on legislative amendments pertaining to the financing of political parties, Québec acquired an advisory board to promote consensus on party-financing provisions. Up to 1983, the Advisory Board dealt primarily with matters pertaining to the financing of political parties.

Pursuant to the Act respecting the integration of the administration of the electoral system, which came into force on January 1st, 1983, the Advisory Board became the Advisory Committee. The role of the Advisory Committee was extended to include giving its opinion on any matter pertaining to the Election Act, except matters of electoral representation.
