Voting by mail

Voting by mail will be of interest notably to those municipalities of Québec, a portion of whose electorate is made up of seasonal residents who live in another municipality for part of the year.

The rules stipulate that voting by mail is reserved for electors entered on the list of electors in a capacity other than that of domiciled person, which means that voting by mail cannot be used by people who reside, for example, all year round on the territory of a municipality.

A regulation was passed in 2009 by the Ministère des Affaires municipales, des Régions et de l’Occupation du territoire (MAMROT) establishing the terms and conditions for the exercise of voting by mail. In preparation for the November 1st elections, interested municipalities were required to confirm, by a resolution passed not later than July 1, 2009 and sent to the MAMROT and to the Directeur général des élections du Québec, the choice that they made concerning this type of voting.
