Improving access to and promoting the exercise of voting - The Chief Electoral Officer proposes major amendments to the Election Act

The Chief Electoral Officer of Québec today tabled in the National Assembly a proposal seeking to improve access to and promote the exercise of voting with a view to modernizing the electoral process and adapting it to the needs of electors. The report of the Chief Electoral Officer seeks to cast the greatest possible light on the exercise of the right to vote in Québec and contains discussion elements for making amendments to the Election Act.

Municipal referendum consultations - The Chief Electoral Officer announces that he will hold a second revision of the referendum list in those sectors where referendums will be held
Following the announcement by the Minister of Municipal Affairs, Sport and Recreation that the eventual referendums on the territorial reorganization of certain municipalities will be held on June 20th, Mr. Marcel Blanchet, Chief Electoral Officer, wishes to inform the public that he will hold a second revision of the referendum lists in those sectors (former municipalities) where referendums will be held, as stipulated in the Act respecting the consultation of citizens with respect to the territorial reorganization of certain municipalities.

Municipal referendum consultations - Formation of a “Yes” or “No” committee You have until April 27th to register with the Chief Electoral Officer of Québec
Mr. Marcel Blanchet, Chief Electoral Officer, would like to inform persons who are qualified to vote during the municipal referendum consultations that they will have until April 27th to indicate that they want to be part of a "Yes" or "No" committee in one or the other of the sectors concerned of their municipality. These persons can register with the Chief Electoral Officer for this purpose starting tomorrow, April 22nd.

Municipal referendum consultations -You must be authorized as an “interested person” to incur publicity expenses during the register period
Mr. Marcel Blanchet, Chief Electoral Officer of Quebec, would like to reiterate that you must be authorized as an "interested person" in order to be entitled to incur publicity expenses during the registration process ("register" period) as part of the upcoming municipal referendum consultations. Under a decision of the Cabinet, of which the Chief Electoral Officer was informed today by the Minister of Municipal Affairs, Sport and Recreation, the registers will be open from May 16th to 20th. Following this announcement, the rules concerning financing and the control of expenses found in the Regulation respecting contributions made and expenses incurred during the consultation on municipal territorial organization will begin to apply tomorrow.

Municipal referendum consultations - Do you want to have your say in the 2004 municipal referendum consultation process? Your name must be entered on the referendum list
Mr. Marcel Blanchet, Chief Electoral Officer of Québec, wishes to remind the persons who are qualified voters within the context of the municipal referendum consultation process that their name must be entered on the referendum list drawn up for their sector in order to be able to sign the registers and, as the case may be, exercise their right to vote.

The Chief Electoral Officer forwards lists of qualified electors to be used in the preparation of referendum lists

The Chief Electoral Officer (CEO) has forwarded, to the clerks and secretary-treasurers of the 42 municipalities concerned by the referendum process, the 213 lists of qualified electors to be used in the preparation of referendum lists for the registration process provided for in the Act respecting the consultation of citizens with respect to the territorial reorganization of certain municipalities.

Municipal Elections of 2005

Mr. Marcel Blanchet, Chairman of the Commission de la représentation électorale and Chief Electoral Officer of Québec, wishes to remind those concerned that, under the Act respecting elections and referendums in municipalities, some 223 municipalities will be required to establish their electoral map by May 31, 2004, in time for the general elections of November 2005.

These sessions will be held from August 26 to September 15, 2003 inclusively.
