The Chief Electoral Officer is pleased to announce a new accounting application for official representatives of municipal political parties. The application, known as the “Municipal Accounting Register” or MAR, is a simple, user-friendly tool designed to help manage financial data and produce annual financial reports. We are convinced that it will meet the book-keeping needs of most municipal political parties. Québec, April 22, 2010 – A by-election will be held on June 6th of this year for the position of mayor in Borough no. 12 in the City of Montréal, Rivière-des-Prairies – Pointe-aux-Trembles. In accordance with the time limits set in the Act respecting elections and referendums in municipalities, those persons wishing to run in this by-election can submit their nomination paper to the returning officer, Mr. Yves Saindon, from April 23rd to May 7.
Québec, March 17, 2010 – In order to provide the decision makers with the most comprehensive picture regarding the various choices proposed, the Chief Electoral Officer has analyzed the impacts of 5 different scenarios for the organization and simultaneous holding of polls, as well as the entire electoral process for various levels of integrating the school and municipal operations. In light of his review, the Chief Electoral Officer believes that the school and municipal organizations are the best placed to organize and hold simultaneous elections.
Québec, March 17, 2010 – In order to meet a request for consultation from the minister of Éducation, du Loisir et du Sport (MELS) and Affaires municipales, des Régions et de l’Occupation du territoire (MAMROT), the Chief Electoral Officer of Quebec, Mr Marcel Blanchet, is today making public a notice on the proposed modifications to the Act respecting school elections, where the organization has studied the hypothesis of holding simultaneous school and municipal elections.
Québec, January 11, 2010 – Mr. Marcel Blanchet, Chief Electoral Officer of Québec, wishes to inform the public that three convictions were handed down in Joliette for offences committed in Repentigny and one guilty plea was entered in Montréal, all for cases concerning violations of the Act respecting elections and referendums in municipalities (AERM).
Québec City, September 23, 2009 – The Chief Electoral Officer of Québec is launching a special section on his website today, dedicated to the municipal elections that will be held in 1109 municipalities around Québec on November 1st. Friday, September 18, marked the beginning of the election period leading up to the vote and the day the election expense control rules came into effect.
Québec City, September 16, 2009 – Marcel Blanchet, the Chief Electoral Officer of Québec, wishes to remind the public that a major milestone on the road to the November 1 municipal elections will be reached on Friday, September 18, when the election period begins. “This date is especially important for municipalities with 5000 or more people,” explained Mr. Blanchet, as the start of the election period marks the commencement of the application of the rules concerning the control of election expenses for political parties, candidates and independent candidates.” The pace of the election campaigns will also pick up, as nominations will be received by the returning officers until October 2 at 4:30 PM. A total of 1,109 municipalities in Québec will hold elections on November 1, as will the 13 regional country municipalities where the reeve will be elected by universal sufferage.
Québec, August 19, 2009 – The Chief Electoral Officer of Québec has begun to give the training that he offers to the returning officers of the 1109 Québec municipalities and 13 regional county municipalities where elections will be held on November 1st of this year. Next week marks the start of the training offered to the treasurers of municipalities with a population of 5 000 or more and the 13 RCMs where the rules respecting political financing and the control of election expenses stipulated in Chapter XIII of the Act respecting elections and referendums in municipalities (AERM) will apply. It is in early September that training will begin for the official agents of political parties and authorized independent candidates who will be active in municipalities with a population of 5 000 or more and in RCMs where the warden is elected by universal suffrage.
