Québec, February 21, 2003 –– In preparation for the municipal elections that will be held on November 2 of this year, the Chief Electoral Officer, Mr. Marcel Blanchet, would like to inform electors wishing to take part in the poll as independent candidates that they may obtain an authorization now.
