October 30, 1995 Referendum

Advance polling stations will be open to allow electors unable to cast their ballot on polling day to exercise their right to vote. The advance polling stations will be open on Sunday and Monday, October 22 and 23, 1995 from 2:00 p.m. until 9:00 p.m.

Pierre-F. Côté, Q.C., Chief Electoral Officer of Québec, has made public his decision to extend by one day the deadline for filing an application before the board of revisors of Lennoxville. The persons concerned by the work of this board of revisors, namely those belonging to polling subdivisions 37 to 52 inclusively of the electoral division of Saint-François, have up until 9:00 p.m. on October 18, 1995 to file their application. Moreover, the board of revisors may sit up until noon on October 21st to meet with the persons it will have summoned.

In order to prevent any person from voting without being entitled to or from voting twice in the upcoming referendum, Pierre-F. Côté, Q.C., Chief Electoral Officer of Québec, has decided, by the powers conferred on him by the Act, to implement control measures intended to counter any irregular situation that might arise with respect to voting by electors outside Québec.

He plans to use the information superhighway to ensure the free circulation of election information. It is generally recognized that Québec elections and referendums as well as the quality of our democratic process generate a great deal of interest both nationally and internationally.

Côté, Q.C., Chief Electoral Officer of Québec, would like to inform the public that an analysis of the enumeration data has revealed that there are 51,207 electors, having the same name and the same date of birth, entered on the list of electors. Pursuant to the act, the Chief Electoral Officer checked the list of electors to detect double entries and is sending to the returning officers of each of the electoral divisions in question an application to verify these entries.

In accordance with the powers conferred on him by the act, Pierre-F. Côté, Q.C., Chief Electoral Officer of Québec, has decided on a measure that will ensure compliance with the obligation found in the act respecting the intention of Quebecers residing outside Québec to return to Québec to take up residence and respecting the temporary nature of their stay outside Québec.

At the start of this referendum period, Pierre-F. Côté, Q.C., Chief Electoral Officer of Québec, would like to make known the guidelines that govern the holding of public gatherings under the auspices of organizations such as chambers of commerce, unions, social clubs, etc. Mr. Côté wishes to stress that it is very important that the organizations follow these guidelines during the referendum period to avoid the costs associated with these activities being considered regulated expenses.
