Proceedings instituted by the Chief Electoral Officer - Guilty plea
Mr. Marcel Blanchet, Chief Electoral Officer of Québec, wishes to inform the public that a guilty plea was entered in a case concerning a violation of the Regulation respecting contributions made and expenses incurred during the consultation on municipal territorial reorganization. The case concerns unauthorized publicity distributed in the City of Saint-Hyacinthe during the referendum period preceding the June 20, 2004 poll.

Municipal referendum consultations - The returns of regulated expenses of the YES and NO Committees are available for consultation on the website of the Chief Electoral Officer
Mr. Marcel Blanchet, Chief Electoral Officer of Québec, wishes to inform the public and representatives of the media that they can find on the Institution’s website a summary of the returns of regulated expenses of the YES and NO committees formed at the time of the municipal referendum consultations held on June 20th of this year. These returns also contain the list of qualified voters who made contributions of more than $100 to the various committees.

The Chief Electoral Officer of Québec wishes to inform media representatives that they will be able to monitor the results of the June 20th referendums by consulting the website of the Chief Electoral Officer at the following address:www.electionsquebec.qc.ca. A special section of the site will be accessible by clicking on the orange strip located at the top of the homepage, then by clicking on the results line that will be visible on the first page of the micro-site on municipal referendum consultations.

Municipal referendum consultations - 103 991 persons voted in the advance poll on June 13 and 14, 2004
Québec’s Chief Electoral Officer, Mr. Marcel Blanchet, announces that a total of 103 991 voters exercised their right to vote in the advance poll held on June 13 and 14, 2004. This represents 10,61% of the 979 744 persons registered on the referendum lists of the 89 sectors holding a referendum on June 20th.

Municipal referendum consultations - The statements of “interested persons” are available on the website of the Chief Electoral Officer

Once on the site, simply click the orange strip that gives access to the micro-site on municipal referendum consultations and then click the list “Authorization, contributions and expenses”.

Municipal referendum consultations - 979 744 qualified voters on the referendum lists
Mr. Marcel Blanchet, Chief Electoral Officer of Québec, would like to inform the public that at the end of the revision period held from June 3rd to 5th, 979 744 qualified voters are registered on the referendum list of the 89 sectors where a referendum will be held on June 20th. The following table gives the number of registered persons in each sector as well as the number of votes required in order for the "Yes" option to win (35% rule) in the case where there is a majority of votes in favour of that option.

Municipal referendum consultations - The revision of the referendum lists begins today
Mr. Marcel Blanchet, Chief Electoral Officer of Québec, wishes to reiterate that today marks the start of the referendum list revision period in the 89 sectors where a referendum will be held on June 20th. Between now and Saturday, boards of revisors will receive qualified voters who wish to register on the referendum list, to make corrections or to have their names struck.

Municipal referendum consultations -Registration on the list of electors -A notice will be sent to each address
Mr. Marcel Blanchet, Chief Electoral Officer of Québec, would like to reiterate that in order to be able to vote in the municipal referendums that will be held on June 20th, you must be a qualified voter and be registered on the referendum list. A revision of the list which was used to hold the registers will take place on June 3rd, 4th and 5th. In preparation for this revision, the Chief Electoral Officer will soon be sending a notice of entry to each address included in the sectors where a referendum will be held.

Municipal referendum consultations, 72 YES and NO committees could still be formed in preparation for the June 20th referendum polls
Seventy-two YES and NO committees could be formed in the 48 sectors where a referendum will be held on June 20th within the context of the municipal referendum consultations. In the 89 sectors where a referendum poll will be held, the YES option is defended in only 31 cases and that the NO option is defended in 41 cases. In 24 sectors, no committee has been formed to promote either option.

Municipal referendum consultations - During the referendum period: special provisions dealing with contributions and the control of regulated expenses
Mr. Marcel Blanchet, Chief Electoral Officer of Québec, would like to reiterate the provisions concerning contributions and the control of regulated expenses that will be in effect during the period preceding the June 20th municipal referendums. These rules will apply effective tomorrow, May 22nd, in 89 sectors where a poll will be held.
