To have a political party authorized, you first need to obtain the form Application for authorization of a municipal political party and the slips Signature of support from a member of the party – Application for authorization of a municipal political party, which you will use to collect supporting signatures from the members of your party.

Application for authorization of a municipal political party

You must complete this form, including the following information:

  • Name of the party
  • Name, address and telephone number of the leader of the party
  • Name, address and telephone number of at least two executive officers of the party, other than the leader
  • Address to which communications intended for the party must be sent
  • Address where the books and accounts pertaining to party funds and expenses, and loans it contracts, will be kept
  • Name, address and telephone number of the official representative
  • Name of the party’s auditor
  • Address of the party’s permanent office, where applicable
  • Name of the municipality where the party intends to carry out its activities

Signature of support from a member of the party – Application for authorization of a municipal political party

An application for authorization of a political party must be accompanied by signature slips showing, among other things, the name, address, membership card number and expiry date, and signatures of electors in the municipality that are favourable to the application and who are members of the party. The minimum number of signatures required is as follows:

  • 100 in the case of a municipality with a population of 100,000 and over
  • 50 in the case of a municipality with a population of 50,000 and over, but less than 100,000
  • 25 in the case of a municipality with a population of 5,000 and over, but less than 50,000

On October 27, 2020, the Minister of the Ministère de la Santé et des Services sociaux issued Ministerial Order 2020-084 (partially replacing Ministerial Order 2020-060, issued on August 28, 2020). This order lowers to 50 the maximum number of supporting signatures that a municipal political party must collect in order to be authorized during the health emergency.

Here is the number of supporting signatures a municipal political party must collect in order to obtain authorization:

  • 25, in the case of a municipality with at least 5,000 inhabitants, but fewer than 50,000 inhabitants;
  • 50, in the case of a municipality with 50,000 or more inhabitants.

Whenever possible, supporting signatures should be collected remotely. Otherwise, the leader and any other person who may solicit supporting signatures should comply with the health guidelines governing the in-person collection of supporting signatures. The information presented on an application for authorization and each signature slip will be carefully examined. To avoid extending the time required to process your application, please make sure that the form and accompanying slips are properly completed and legible.

Processing time

Processing time in the case of an application for authorization of a municipal political party may vary from a few weeks to one month approximately.
