Appointment of the returning officers of 17 electoral divisions of Quebec

Québec, June 2, 2011 Today, the Chief Electoral Officer of Québec, Mr. Jacques Drouin, is proceeding with the nomination of 17 returning officers. In each electoral division the returning officer carries out all of the activities related to the holding of an election or a referendum and sees to the application of the laws administered by the Chief Electoral Officer.
 
The new returning officers were recruited following public competitions, according to rules similar to those in effect in Québec’s public service. The notices of competition were published last January, and the candidates had to undergo two types of evaluation. The selection was made based on criteria related to skills and aptitudes. As required by the Election Act, the persons appointed are the candidates who obtained the best results.
 
In addition, pursuant to the electoral regulations, the returning officer must not be a member of any political party, must not engage in partisan work at the federal, provincial, municipal or school levels or hold the position of elected official at any one of these levels for the duration of his or her term of office, which lasts ten years.
