Violations of the AERM leading to a conviction and a guilty plea in Montréal and in the Montérégie

Québec City, December 18, 2012 – The Chief Electoral Officer of Québec, Mr. Jacques Drouin, wishes to inform the population that a conviction and a guilty plea were recorded following violations of the Act respecting elections and referendums in municipalities (AERM).

During the election of November 1, 2009in Côte-Saint-Luc, Mr. Charles Chalom Lugassy tried to get a person to withdraw his candidacy for a position as a council member by promising a benefit.

On November 19, 2012, the offender was sentenced to pay a fine of $1,000. The violation committed by Mr. Chalom Lugassy constitutes a corrupt electoral practice, he will thus lose his electoral rights for a period of five years, at all electoral levels.

The official representative for the Parti Action Varennes, Mr. Robert Fournier failed to submit to the town treasurer, no later than April 2, 2012, the party’s financial report.

On November 14, Mr. Fournier submitted a guilty plea to the DGEQ on the charge against him. He paid a $1,000 fine
