2020-2021 Annual Management Report: Overview of an Exercise Marked by Current Issues and 40 Recommendations to Improve the Electoral System

Today, our 2020-2021 annual management report (PDF – in French) was tabled in the National Assembly by the President of the Assembly, François Paradis. The report is available on our website. It presents an overview and highlights of the 2020-2021 exercise by Élections Québec and the Commission de la représentation électorale. It also makes 40 recommendations to improve the electoral system.

Highlights

The 2020-2021 exercise was marked by various events.

  • Pierre Reid, the Chief Electoral Officer, taking part in the work of two parliamentary committees:
    • The special consultations on Bill 64, An Act to modernize legislative provisions as regards the protection of personal information, in September 2020. He gave an address (in French) and submitted a brief (PDF – in French);
    • The special consultations on Bill 85, An Act to facilitate the conduct of the 7 November 2021 municipal general election in the context of the COVID-19 pandemic. He gave an address (in French);
  • Tabling in the National Assembly, in June 2020, of a study on Internet voting, aimed at providing a full and objective picture of the advantages and disadvantages of introducing Internet voting in provincial, municipal and school elections in Québec;
  • Support provided in organizing and holding 6 referendums and 52 partial elections in Québec municipalities;
  • Recruitment competition for 51 returning officers, resulting in 2,579 applications;
  • Reception of over 16,500 requests for information from citizens that were processed over the telephone, by email and on social media;
  • 10th anniversary of the Réseau des compétences électorales francophones;
  • Two public consultations by the Commission de la représentation électorale in October 2020 to determine the electoral map of the municipalities of Sainte-Marthe-sur-le-Lac and Rimouski.

Recommendations

With the publication of its annual management report, Élections Québec presents 40 recommendations to improve election laws in order to better serve voters and other stakeholders in Québec’s democracy. These proposals are positive advancements that can make direct contributions to the modernization of the democratic process in Québec.

  • Include information on the development of democratic citizenship in the revised Éthique et culture religieuse program;
  • Creation of an information portal for voters in order to present candidates, their priorities and their electoral program;
  • Delegate the recruitment of all electoral personnel to returning officers, abolish the position of the officer of the list of electors and permit the hiring of electoral personnel starting at age 16;
  • Many other recommendations aimed at simplifying procedures and maintaining equity and transparency in the financing of municipal politics.
