The Chief Electoral Officer of Québec presents a portrait of provincial political party financing - Return of surplus net assets for the first time since 2011
Quebec City, June 29, 2015 – The Chief Electoral Officer of Québec, Lucie Fiset, released today the financial reports of Québec’s 18 authorized provincial political parties and their 366 authorities, as of December 31, 2014. This portrait of party finances reveals that at the end of last year, the parties had improved their financial situation. Overall, they show surplus net assets for the first time since the 2011 fiscal year.

Provincial political party financing -
Quebec, April 30, 2015 – For the purpose of making the financing and expenses of provincial political parties in Québec more transparent and uniform, the Chief Electoral Officer of Québec has prescribed a standardized addition to the information required in their annual financial reports. Henceforth, it will be easier to know where funding for political parties and their authorities comes from and how their financial resources are used. The financial reports will now clearly show, for example, what portion of financing comes from public funding and will give a clearer understanding of how a party has used its funds. Moreover, the way financial information is reported will be standardized for all parties.

The finances of Québec's provincial political parties in 2013 - Despite a drop in revenue from contributions, public financing helps provincial political parties show positive results
Quebec City, November 18, 2014 –– The Chief Electoral Officer of Québec, Lucie Fiset, disclosed today the financial reports of the 18 provincial political parties that were authorized in Québec as of December 31, 2013. This portrait of the parties’ finances reveals that over the course of the last year, state financing has enabled most of them to present positive results despite lower revenue from contributions from electors.

The figures appearing in this summary were taken from the returns of election expenses submitted to the Chief Electoral Officer by the official agents of the parties and the candidates.

Reform of political financing and the control of election expenses - The Chief Electoral Officer makes a positive assessment and recommends further action
Quebec City, September 4, 2014 –– In a report released today, the Chief Electoral Officer of Québec, Lucie Fiset, provides a positive assessment of the reforms to political financing and the control of election expenses in Québec enacted since 2010. “We have come a long way in terms of cleaning up financing and improved enforcement of rules, and this has helped restore citizens’ faith in our democratic institutions,” Ms. Fiset pointed out, “especially since the new powers granted to the office of the Chief Electoral Officer since 2010 have made us more effective in our role as watchdog and prosecutor before the courts.”

The finances of Québec's provincial political parties in 2012 - Operating deficits, an important reduction in net assets and greaterfinancial support from the state
Quebec City, September 25, 2013 –– The Chief Electoral Officer of Québec, Jacques Drouin, disclosed today the financial reports of the 20 provincial political parties that were authorized in Québec as of December 31, 2012. This portrait of the parties’ finances reveals that over the course of the last year, parties, as whole, registered operating deficits, incurred significant reductions in their nets assets, and received greater financial support from the state.

The individuals in question have been notified in writing of this publication.

Reform of political party financing in Québec - The maximum allowed political contribution at the provincial level is now $100
Québec City, January 1, 2013 – The reform of provincial political funding that has seen the maximum allowed contribution to a political party, an independent member or an authorized independent candidate decreased from $1,000 to $100 is now in force. An important part of the new Act modifying the Election Act in order to reduce the limit of contributions per elector, reducing the ceiling for election expenses and increasing the public financing of Québec political parties is therefore implemented. This is also so for the measures that will increase the public financing of parties, along with those which will eventually limit their electoral expenses. Except in the case of contributions made during leadership campaigns for political parties that are currently underway, the tax credit granted to electors who contribute to provincial politics is abolished from today.

Updating of penalties for offences under the Election Act
The National Assembly recently increased many of the fines for offences against the provisions governing voting, political party financing and the control of election expenses. The increases were triggered by a variety of circumstances, and clearly illustrate the importance ascribed by the National Assembly to the Election Act.

Financing of political parties - The Chief Electoral Officer of Québec launches an information campaign on the new rules

 

Québec, May 9, 2011 – Jacques Drouin, Chief Electoral Officer is launching a major information campaign on the rules that govern the financing of political parties in Québec. New provisions are found in the three Acts passed last December by the Québec National Assembly and are now in force. The payment of political contributions is at the heart of the legislative amendments, and in particular the rules concerning the prevention of the practice of contributing in the name of another. Advertising in newspapers, a presence on the Web and messages disseminated to certain target publics, such as professional associations, will be the main means of communication deployed in the upcoming weeks.
