Municipal Party Authorization - Twice as Many Municipal Political Parties Applying for Authorization in 2013 as in 2009
Québec City, September 12, 2013 – According to a portrait prepared by the Chief Electoral Officer of Québec (DGE) on August 31, 2013, twice as many municipal political parties have applied for authorization this year as in the first eight months of 2009, the year of Québec’s last general municipal elections. More specifically, the DGE has received 74 applications for authorization in 2013, compared to 37 in 2009. Six additional applications were filed since the start of September.

Québec's municipal political parties are raising less money, posting a smaller surplus and experiencing a substantial drop in assets
Quebec City, September 3, 2013 –– The Chief Electoral Officer of Québec, Jacques Drouin, is announcing the publication today of an information and education document entitled Statistiques sur les rapports financiers des partis politiques municipaux (statistics concerning the financial reports of municipal political parties), which is available in French on the website of the Chief Electoral Officer, at www.electionsquebec.qc.ca. Among other things, it confirms that municipal political parties are raising less money, posting a smaller surplus, and experiencing a substantial drop in assets, if we compare their position in 2012 to the position in 2008, another pre-electoral year.

Municipal elections of November 3, 2013 - The Chief Electoral Officer has begun his training tour intended for the stakeholders in municipal elections
Quebec City, August 28, 2013 – The Chief Electoral Officer of Québec has begun to give the training that he offers to the returning officers of the1,104 Québec municipalities and 14 regional county municipalities (RCMs) where elections will be held on November 3 of this year. This week marks the start of the training offered to the treasurers of municipalities with a population of 5,000 or more and the 14 RCMs where the rules respecting political financing and the control of election expenses stipulated in Chapter XIII of the Act respecting elections and referendums in municipalities (AERM) will apply. It is in early September that training will begin for the official agents of political parties and authorized independent candidates who will be active in municipalities with a population of 5,000 or more and in RCMs where the warden is elected by universal suffrage.

Municipal political financing - The transitional reform of municipal political financing comes into force today
Quebec City, June 21, 2013 – The reform of municipal political financing introduced by Bill 26 is now in force. This is a transitional regime introduced in the context of the municipal general elections of November 3, 2013. The 185 municipalities with a population of 5,000 or more subject to the financing rules stipulated in Chapter XIII of the Act respecting elections and referendums in municipalities (AERM) are affected by the reform. As regards in over 900 municipalities with a population of less than 5,000 (subject to Chapter XIV of the AERM), municipal election candidates will now have to comply with new rules concerning donations.

Consequence of a conviction for illegal financing - An initial set of names is entered in the register of persons barred from obtaining public contracts
Quebec City, June 17, 2013 – The Chief Electoral Officer of Québec, Jacques Drouin, wishes to inform the general public that information concerning natural and legal persons barred from obtaining public contracts due to an infringement of the financing rules as stipulated in Québec’s electoral legislation is now on record in the register designed for this purpose. The individuals in question have been notified in writing of this publication.

November 3, 2013 municipal general elections - Authorization is required before soliciting contributions or incurring expenses
Quebec City, May 24, 2013 – In preparation for the municipal elections that will be held on November 3, 2013, Jacques Drouin, Chief Electoral Officer of Québec, would like to reiterate that, in accordance with the Act respecting elections and referendums in municipalities (AERM), authorization is required before contributions can be solicited or expenses incurred to promote a candidate or a political option.

Illegal financing of political parties - Équipe Marcotte/Ralliement Mascouche party – The Chief Electoral Officer releases the list of individuals who are being prosecuted
Quebec City, 24 April, 2013 – Chief Electoral Officer of Québec (DGE) is disclosing the identity of the Mascouche electors who have just received statements of offence further to an investigation concerning financing of the Équipe Marcotte/Ralliement Mascouche party for the 2009 fiscal year. Now that all statements have been served, the DGE is releasing the list of those being prosecuted.

Illegal financing of political parties - The Chief Electoral Officer issues 50 statements of offence to Mascouche
Quebec City, 18 April, 2013 – An investigation carried out by the Chief Electoral Officer of Québec (DGE) concerning financing of the Équipe Marcotte/Ralliement Mascouche party for the 2009 fiscal year has led the DGE to issue 50 statements of offence that will be served as of today to various offenders brought before the Court of Québec.

Sectoral financing of political parties in the amount of nearly $13M - The Chief Electoral Officer discloses practices of an even greater scope than already revealed
Quebec City, April 3, 2013 – In the current context of the work of the Charbonneau Commission, the Chief Electoral Officer of Québec, Jacques Drouin, is releasing the results of audits uncovering sectoral financing practices more widespread than revealed to date, benefiting some of Québec’s provincial and municipal political parties.

Illegal financing of political parties - The DGEQ notifies some provincial and municipal political parties that the reimbursement of illegal contributions may be required
Québec City, March 22, 2013 – The recent revelations made at the Commission of Inquiry on the Awarding and Management of Public Contracts in the Construction Industry (Charbonneau commission) have led the Chief Electoral Officer of Québec to notify some provincial and municipal political parties that non-conforming contributions may have to be reimbursed. The DGEQ has, today, sent letters on this matter to three provincial parties and nine municipal parties.

Publication of the summary of the returns of election expenses for the September 4th, 2012 general election
Québec, February 26th 2013–– Jacques Drouin, Chief Electoral Officer of Québec, has made public the Summary of the returns of election expenses of the parties and candidates having run in the general election held on September 4th, 2012. The figures appearing in this summary were taken from the returns of election expenses submitted to the Chief Electoral Officer by the official agents of the parties and the candidates.

Sixty-nine Québec School Boards to Draw Up their Electoral Maps
Quebec City, February 18, 2013 – The Chair of the Commission de la représentation électorale du Québec (CRE), Jacques Drouin, would like to remind Québec electors that sixty-nine (69) Québec school boards are required to draw up their electoral maps this year in preparation for the school elections that are scheduled on November 2, 2014. Each school board has primary responsibility for dividing its territory. The role of the CRE in this respect is to support school boards and, if necessary, carry out the division itself in certain cases envisaged by law.

November 3, 2013 municipal general elections - It is possible to establish a party and to obtain authorization as a candidate well before the election period
Québec, January 25, 2013 –– In preparation for the municipal elections that will be held on November 3rd of this year, Jacques Drouin, Chief Electoral Officer of Québec, would like to inform those electors wishing to run as independent candidates in the elections that it is possible to obtain an authorization in this capacity effective immediately. Moreover, if they wish to establish a new political party, it may be advantageous to promptly submit an application for authorization to the Chief Electoral Officer.

Reform of political party financing in Québec - The maximum allowed political contribution at the provincial level is now $100
Québec City, January 1, 2013 – The reform of provincial political funding that has seen the maximum allowed contribution to a political party, an independent member or an authorized independent candidate decreased from $1,000 to $100 is now in force. An important part of the new Act modifying the Election Act in order to reduce the limit of contributions per elector, reducing the ceiling for election expenses and increasing the public financing of Québec political parties is therefore implemented. This is also so for the measures that will increase the public financing of parties, along with those which will eventually limit their electoral expenses. Except in the case of contributions made during leadership campaigns for political parties that are currently underway, the tax credit granted to electors who contribute to provincial politics is abolished from today.
