Review of Québec’s electoral map

This page contains all the information required to understand the significant work involved in the delimitation of Québec’s electoral map.

Every two general elections, the Commission de la représentation électorale must review the delimitation of electoral divisions to ensure the effective representation of electors at the Assemblée nationale.

Official resumption of the process

On May 2, 2024, the Assemblée nationale du Québec passed the Act to interrupt the electoral division delimitation process. Citizens and various organizations, including the Conseil des préfets et des élus de la région des Laurentides, asked the court to invalidate the Act. Pending judgment, on December 5, 2024, the Superior Court of Québec allowed the Commission de la représentation électorale to finalize its second report (in French) without making it public  or tabling it at the Assemblée nationale.

On May 29, 2025, the Superior Court dismissed the plaintiffs’ case (in French). However, it was appealed. On December 1, 2025, the Court of Appeal of Québec ruled in favour of the plaintiffs (in French)  and declared the Act to interrupt the electoral division delimitation process unconstitutional. As a result, the Commission de la représentation électorale was able to resume its work.

Reports

Electoral map: final boundaries

The commissioners’ final decision (PDF) was published in the Gazette officielle du Québec on January 14, 2026. The new electoral map should be used for the next two provincial general elections. The final report of the Commission de la représentation électorale will be published in spring 2026.

Second report: reviewed proposal

In this second report, the Commission de la représentation électorale presents a reviewed proposal for the delimitation of Québec’s electoral divisions. This document follows the public hearing the Commission held in the fall of 2023 concerning the delimitation proposal presented in its preliminary report.

Preliminary report

The delimitation of electoral divisions proposed in the preliminary report aims to ensure the effective representation of electors. This principle is linked to the relative equality of the vote of electors and respect for natural communities.

The preliminary report was the subject of a public hearing in the fall of 2023. It was also submitted to the Commission de l’Assemblée nationale for consideration during a hearing held on February 13, 14 and 15, 2024.

This table provides the electoral population of each electoral division as well as the deviation from the provincial average of electors per electoral division.

As part of the electoral map revision process, the electoral population is rebalanced between divisions to ensure fair and equitable representation of electors.

This document includes various findings and avenues for reflection that the Commission de la représentation électorale examined based on suggestions and comments it received after tabling its preliminary report in the fall of 2023.

This document was published in the context of the interruption of the proceedings by the Assemblée nationale in the spring of 2024. Its contents are reproduced nearly in full in section 2.1 of the second report.
