Every two general elections, the Commission de la représentation électorale must review the delimitation of electoral divisions to ensure the effective representation of electors at the Assemblée nationale.
On May 2, 2024, the Assemblée nationale du Québec adopted An Act to interrupt the electoral division delimitation process. On December 5, 2024, the Superior Court granted in part the application for suspension of this Act. This application had been initiated by citizens and by the Conseil des préfets et des élus de la région des Laurentides, which were then supported by various groups.
The Commission de la représentation électorale was then able to resume the electoral map revision process and prepare its second report. However, it had to wait for the court’s decision to find out whether it could file its revised proposal to the Assemblée nationale and make it public.
On May 29, 2025, the Superior Court dismissed the application to invalidate the Act. In this context, the Commission will resume the electoral map revision process after the provincial general elections scheduled for October 5, 2026. Following the elections, it will have 12 months to submit a preliminary report to the Assemblée nationale on the proposed new boundaries.
In the meantime, elected officials intend to review the delimitation criteria. By submitting the document Findings and considerations: revision of the electoral map, the Commission confirms its intention to collaborate in this work. The gap between the electoral population and the provincial average will continue to widen in several electoral divisions, as shown in the table below. The fair and equitable representation of electors is therefore compromised.

This table provides the electoral population of each electoral division as well as the deviation from the provincial average of electors per electoral division.
As part of the electoral map revision process, the electoral population is rebalanced between divisions to ensure fair and equitable representation of electors.

Findings and considerations: revision of the electoral map, May 2024 (PDF – in French)
This document sets out various findings and considerations that the Commission de la représentation électorale examined based on suggestions and comments received following the tabling of its preliminary report in fall 2023. These elements would have formed part of the Commission’s second report, which was expected to be tabled in September 2024.
Work on the delimitation of electoral divisions was interrupted by the Assemblée nationale, which wishes to review the delimitation parameters and criteria. The analyses and simulations presented in this document are intended to contribute to the discussions of the elected officials.
