DGEQ's clients and directory of training activities

The Chief Electoral Officer offers specific training activities to these clienteles to enable them to adequately assume their role and responsibilities under Québec's legislation in effect at the three electoral levels. Please note that the courses are given only in French.

  Objective: establishing the opening balances of balance sheet items

• Swearing in and welcoming new RO
  Objectives: providing an initial contact with the institution and awareness of the importance of the position, jointly with the DGEQ, in Québec's electoral system

• Managing an election in electoral divisions - Basic training for RO and ARO
  Objectives: understanding the institution, learning the importance of each role, understanding the expectations of the DGEQ for the RO and ARO, learning the tasks to carry out during an election event and developing operational skills

• Pre-event meeting
  Objective: getting the latest news

• Post-mortem meeting after the general election
  Objectives: taking stock of the last general election, improving our methodologies and finding possible solutions

• Coaching for support network staff
  Objectives: clarifying the coaching concept and learning the usefulness of it as a method of transferring knowledge and expertise, acquiring and putting into practice specific interpersonal skills in their coaching role

MUNICIPAL - Financing

• Financing and controlling election expenses - Roles of official representative and official agent for authorized independent candidates
  Objectives: providing official agents with all the information required for properly implementing and respecting the rules concerning election expense controls and producing reports that conform to the law
  Clientele: official agents and official representatives of an authorized independent candidate, and the candidates themselves
• Financing and controlling election expenses - Role of the treasurer
  Objectives: training the treasurers of municipalities with 5,000 inhabitants or more about their role and responsibilities in an election, explaining election procedures, rules, guidelines and the use of the AFM computer system.

• Financing and controlling election expenses - Role of official agent of political parties
  Objectives: supplying official agents with all the information required to properly implement and respect the rules concerning election expense controls and producing reports in accordance with the law
  Clientele: official agents of municipal political parties
• Financing and controlling election expenses - Those wishing to be candidates
  Objective: responding to training requests from various groups of women who wish to promote the participation of women in municipal elections

• Auditing election expense reports - Role of the treasurer
  Objective: training treasurers who must verify election expense reports and reimburse election expense by remotely using the AFM computer system
  Clientele: treasurers of municipalities with 5,000 inhabitants or more
• Auditing financial reports of municipal political parties - Role of auditor
  Objective: presenting and explaining the functions of the new municipal accounting register (MAR) software for maintaining accounting registers and preparing financial reports
  Clientele: official representatives of municipal political parties and parties' external auditors

MUNICIPAL - Voting

• Organizing a municipal election - 1 day
  Objectives: understanding the responsibilities of returning officers under the AERM better, understanding the steps involved in holding an election, reviewing the election process and understanding the administrative procedures
  Clientele: returning officers and election clerks
• Organizing a municipal election - New municipal returning officers - 2 days
  Objectives: making new returning officers aware of the responsibilities conferred upon them by the AERM, understanding the steps involved in holding an election as well as the steps involved in the electoral process, and being aware of the changes made to the law over the last few years
  Clientele: new returning officers and election clerks

MUNICIPAL - Delimitation

• Dividing municipal territories into election districts
  Objectives: creating districts while ensuring effective representation of electors, defining and describing these electoral districts according to the norms established by the CRE and applying the procedure in line with the prescribed steps and deadlines
  Clientele: municipal director generals, secretaries-treasurers and clerks

SCHOOL BOARDS - Financing

• Responsibilities concerning authorization of candidates
  Objectives: understanding the main applicable rules concerning authorization, financing and controlling election expenses, identifying the respective responsibilities of each individual concerned, being aware of the actions to undertake before, during and after an election period, mastering the tools available to director generals and the web applications available to authorized candidates to produce the reports as well as the supporting documents destined for various stakeholders

  Objectives: understanding the main rules, producing reports (financial and election expenses), respecting election expense limits, avoiding committing violations of the law
  Clientele: authorized candidates
• Auditing expense reports of an authorized candidate
  Objectives: ensuring compliance with the provisions of chapter XI of the Act respecting school elections, understanding the procedures concerning the reception, registration, validation and examination of reports, ensuring the follow-up on reports that are not produced, ensuring the reimbursement of election expenses that comply with the Act

SCHOOL BOARDS - Voting

• Organization of a school board election
  Objectives: understanding the responsibilities conferred upon returning officers by the Act respecting school elections better, understanding the steps involved in holding an election, reviewing the steps of the electoral process
  Clientele: school board returning officers
• Establishing voting areas
  Objective: for each school board electoral district, the director general of the school board shall identify the areas and places where the electors will go to vote
  Clientele: director generals of school boards

SCHOOL BOARDS - Delimitation

• Dividing school board territories into electoral divisions
  Objective: understanding the legal procedures and the process of dividing a school board territory into electoral divisions better, providing tools to the secretary general and effective means to implement the territorial division of a municipality into electoral divisions and being aware of the respective roles of the CRE, the DGEQ and MELS
