Research on contributors

Summary

Contributors who have made contributions to political entities authorized by the Chief Electoral Officer, including during leadership campaigns for provincial or municipal political parties, is public information. This data covers the current year and the six previous years.

Since May 1, 2011, the Act requires the disclosure on the website of the family name, first name, postal code and city of every person who made a contribution, regardless of the amount, to an authorized political entity, no later than 30 working days after its receipt by the Chief Electoral Officer.

Until December 31, 2010, an elector could contribute up to $3,000 per year to each political party, including authorities, and to each independent candidate and authorized independent member. On January 1, 2011, this limit was decreased to $1,000, and then on January 1, 2013, it was lowered again to $100.

In addition to the regular contributions of up to $100, an elector in an electoral division where an election is being held may make additional contributions of up to $100 to each of the parties, authorized independent candidates and authorized independent members for that election.

This deadline is five working days after receipt of contribution records by Élections Québec as part of the leadership campaign of a political party.

The total amount of an elector’s contributions may not exceed $500 during a given leadership campaign.

Municipal

All contributions made to a municipal political entity totalling $100 or more in years prior to 2017 and totalling more than $50 since 2017 are a matter of public record.

We release the full name, postal code and municipality of residence of persons who have made contributions to an authorized independent candidate or political party. The postal code of these individuals may differ from that of the candidate’s or party’s municipality, since they may own more than one residence or have moved between contributions.

As of January 1, 2017, the total amount of contributions in money, goods and services that an elector may make to each party and authorized independent candidate cannot exceed $100 in a year.

Between January 1 and December 31 of a year in which a general election is held, an elector may make an additional contribution of $100. In a by-election, a contributor may make their contribution from the time the office becomes vacant until the 30th day after the election. This additional contribution can be made to each authorized independent candidate and each authorized political party.

In addition to the above-mentioned amounts, a candidate may make contributions, not exceeding a total of $800, for his or her own benefit or for the benefit of the party for which they are a candidate. In a general election or by-election, they may pay this additional amount from the time of their acceptance of the nomination paper until December 31 of the election year.

The total amount of contributions made by an elector in a single leadership campaign for a political party may not exceed $200. A candidate may make contributions for his or her own benefit not exceeding a total of $1,000.

We release the full name, postal code, and municipality of residence of anyone who made contributions totalling $100 or more to an authorized candidate for each financial report filed.

This information is taken from the financial reports of authorized candidates filed with the director general of their school board.

The total amount of contributions by the same elector for the same fiscal year shall not exceed $300 to each authorized candidate.

In addition to these $300 contributions, an authorized candidate may, during the fiscal year of the election, make contributions for the candidate’s own benefit, up to a maximum of $700.

Prior to 2014, lists of contributors were only found in the financial reports available at the office of the school board where the candidate was authorized.
