Press release No. 2 – By-elections of December 9, 2013 in Outremont and Viau - Election expenses and political contributions: rules to respect
Quebec City, November 8, 2013 – Concerning the by-elections of December 9, 2013 in the electoral division of Outremont and Viau, Jacques Drouin, the Chief Electoral Officer of Québec, wishes to remind electors and candidates of the main rules included in the Election Act with respect to the control of election expenses and the soliciting of political contributions. It should be underlined from the outset that the rules concerning election expenses are in force since yesterday, i.e. the beginning of the election period, until the closing of polling stations on December 9, 2013.

Quebec City, November 6, 2013 –– In accordance with an order issued today by the government of Québec, the Chief Electoral Officer, Jacques Drouin, must hold two by-elections on Monday, December 9, 2013 in the electoral divisions of Outremont and Viau.

Vote counting on November 3 - The Chief Electoral Officer authorizes the counting of advance poll ballots to start at 6 p.m., under certain conditions
Quebec City, November 1, 2013 – In the wake of the advance poll last Sunday, which featured high voter turnout in certain Québec municipalities, the Chief Electoral Officer has used the special powers conferred upon him by law to allow, under certain conditions, counting of advance poll ballots to start at 6:00 p.m. on November 3, 2013. We should recall that under the Act respecting elections and referendums in municipalities (AERM), vote counting must begin at 8:00 p.m. after polling stations close. In cases where one or several ballot boxes used during the advance poll contain more than 300 ballots, the returning officer may, when appropriate, allow vote counting to begin two hours earlier. This reduces the wait for final results of elections.

Running for office in the November 3 municipal elections - The Chief Electoral Officer provides an update of nominations for office in municipalities with 5,000 or more residents
Quebec City, October 11, 2013 – More candidates but fewer political parties than in 2009 are seeking electors’ votes in the run-up to the general elections of November 3, 2013 in municipalities with over 5,000 residents, according to the latest update provided by the Chief Electoral Officer of Québec at the close of the nomination period on Friday October 4. Fewer than 30 percent of all candidates are women in the 184 municipalities reviewed by the Chief Electoral Officer, and most are over 50 years of age.

Rules concerning municipal election expenses - The Chief Electoral Officer issues a reminder concerning third party interventions during the election period
Quebec City, October 2, 2013 – At the outset of the municipal election period leading up to polling day on November 3, 2013, the Chief Electoral Officer of Québec, Jacques Drouin, wishes to remind all concerned of certain rules governing election expenses, specifically those limiting third party interventions in the electoral debate, which are designed to guarantee an equal chance for all candidates running in the upcoming elections. The information should be of particular interest to associations, unions and pressure groups wishing to express their views.

The finances of Québec's provincial political parties in 2012 - Operating deficits, an important reduction in net assets and greaterfinancial support from the state
Quebec City, September 25, 2013 –– The Chief Electoral Officer of Québec, Jacques Drouin, disclosed today the financial reports of the 20 provincial political parties that were authorized in Québec as of December 31, 2012. This portrait of the parties’ finances reveals that over the course of the last year, parties, as whole, registered operating deficits, incurred significant reductions in their nets assets, and received greater financial support from the state.

Municipal elections of November 3, 2013 - The municipal election period begins today in Québec
Quebec City, September 20, 2013 – Today marks the beginning of the election period that precedes the November 3 municipal general elections. This is a particularly important step for Québec’s 1,103 municipalities, and especially for the 184 municipalities where, starting today, the rules concerning the control of election expenses are in force, as well as for the 13 regional county municipalities where the warden is elected by universal suffrage.

Municipal Party Authorization - Twice as Many Municipal Political Parties Applying for Authorization in 2013 as in 2009
Québec City, September 12, 2013 – According to a portrait prepared by the Chief Electoral Officer of Québec (DGE) on August 31, 2013, twice as many municipal political parties have applied for authorization this year as in the first eight months of 2009, the year of Québec’s last general municipal elections. More specifically, the DGE has received 74 applications for authorization in 2013, compared to 37 in 2009. Six additional applications were filed since the start of September.

Québec's municipal political parties are raising less money, posting a smaller surplus and experiencing a substantial drop in assets
Quebec City, September 3, 2013 –– The Chief Electoral Officer of Québec, Jacques Drouin, is announcing the publication today of an information and education document entitled Statistiques sur les rapports financiers des partis politiques municipaux (statistics concerning the financial reports of municipal political parties), which is available in French on the website of the Chief Electoral Officer, at www.electionsquebec.qc.ca. Among other things, it confirms that municipal political parties are raising less money, posting a smaller surplus, and experiencing a substantial drop in assets, if we compare their position in 2012 to the position in 2008, another pre-electoral year.

Municipal elections of November 3, 2013 - The Chief Electoral Officer has begun his training tour intended for the stakeholders in municipal elections
Quebec City, August 28, 2013 – The Chief Electoral Officer of Québec has begun to give the training that he offers to the returning officers of the1,104 Québec municipalities and 14 regional county municipalities (RCMs) where elections will be held on November 3 of this year. This week marks the start of the training offered to the treasurers of municipalities with a population of 5,000 or more and the 14 RCMs where the rules respecting political financing and the control of election expenses stipulated in Chapter XIII of the Act respecting elections and referendums in municipalities (AERM) will apply. It is in early September that training will begin for the official agents of political parties and authorized independent candidates who will be active in municipalities with a population of 5,000 or more and in RCMs where the warden is elected by universal suffrage.

Consequence of a conviction for illegal financing - An initial set of names is entered in the register of persons barred from obtaining public contracts
Quebec City, June 17, 2013 – The Chief Electoral Officer of Québec, Jacques Drouin, wishes to inform the general public that information concerning natural and legal persons barred from obtaining public contracts due to an infringement of the financing rules as stipulated in Québec’s electoral legislation is now on record in the register designed for this purpose. The individuals in question have been notified in writing of this publication.

Quebec City, May 24, 2013 – In preparation for the municipal elections that will be held on November 3, 2013, Jacques Drouin, Chief Electoral Officer of Québec, would like to reiterate that, in accordance with the Act respecting elections and referendums in municipalities (AERM), authorization is required before contributions can be solicited or expenses incurred to promote a candidate or a political option.
