Press release # 6 – Provincial by-elections of November 9, 2015 - The electors of Beauce-Sud, Fabre, René-Lévesque and Saint-Henri–Sainte-Anne are invited to verify their registration on the list of electors
Quebec City, October 19, 2013 – The Chief Electoral Officer of Québec invites electors of the electoral divisions of Beauce-Sud, Fabre, René-Lévesque and Saint-Henri–Sainte-Anne to ensure that their names appear on the list of electors, in preparation for exercising their right to vote in the by-elections of November 9, 2015. Since it is impossible to vote without being registered on the list of electors, this verification is essential. The revision of the list of electors begins today and will continue until November 5, 2015, at 2 p.m. It is possible to use the revision process to register, to have an error corrected or to request that a name be struck off from the list.

Press release No. 5 – By-elections of November 9 - Mobile polling in residential facilities and at the elector's domicile
Quebec City, October 16, 2015 – Concerned with making the electoral process more accessible for persons with reduced mobility, the Chief Electoral Officer of Québec, would like to remind all electors from the electoral divisions of Beauce-Sud, Fabre, René-Lévesque and Saint-Henri–Sainte-Anne that they can exercise their right to vote at their domicile or in a residential facility. It should however be noted that in the case of these alternative polling methods, an application must be forwarded by October 26 at the latest with the returning officer.

Press release No. 3 – By-elections of November 9, 2015 - Reminder of the rules concerning election expenses
Quebec City, October 8, 2015 – In the context of the upcoming November 9, 2015 by-elections in the Beauce-Sud, Fabre, René-Lévesque, and Saint-Henri–Sainte-Anne electoral divisions, the Chief Electoral Officer, Pierre Reid, wishes to remind electors and candidates of the main provisions of the Election Act concerning the control of election expenses. It should be stressed from the outset that these rules are to be applied as of today, i.e. the beginning of the election period, until the closing of polling stations on November 9, 2015.

The Chief Electoral Officer of Québec presents a portrait of provincial political party financing - Return of surplus net assets for the first time since 2011
Quebec City, June 29, 2015 – The Chief Electoral Officer of Québec, Lucie Fiset, released today the financial reports of Québec’s 18 authorized provincial political parties and their 366 authorities, as of December 31, 2014. This portrait of party finances reveals that at the end of last year, the parties had improved their financial situation. Overall, they show surplus net assets for the first time since the 2011 fiscal year.

Impoverishment of municipal political parties - The Chief Electoral Officer reiterates its recommendation for a new permanent municipal financing system
Quebec City, June 4, 2015 – Based on financial information showing that Québec’s municipal political parties continued to grow poorer in 2014, the Chief Electoral Officer of Québec reiterates its recommendation for a new permanent municipal financing system. Today the office of the Chief Electoral Officer of Québec published a document entitled Portrait sur le financement des partis politiques municipaux (portrait of the financing of municipal political parties) for the fiscal year that ended on December 31, 2014.

A core institution of democracy - The Chief Electoral Officer of Québec celebrates 70 years of service to Québec electors
Quebec City, June 1, 2015 – Today, the Chief Electoral Officer of Québec, Lucie Fiset, marks the 70th anniversary of an institution that is at the very heart of Québec democracy and has serviced Québec electors for seven decades. This event is an opportunity to recall the evolution that the institution has undergone, characterized by increased responsibilities and independence. In the past decade, thanks to the availability of various means of communication, the Chief Electoral Officer has also developed a closer relationship with electors, while access to voting has become highly diversified indeed.

Provincial political party financing -
Quebec, April 30, 2015 – For the purpose of making the financing and expenses of provincial political parties in Québec more transparent and uniform, the Chief Electoral Officer of Québec has prescribed a standardized addition to the information required in their annual financial reports. Henceforth, it will be easier to know where funding for political parties and their authorities comes from and how their financial resources are used. The financial reports will now clearly show, for example, what portion of financing comes from public funding and will give a clearer understanding of how a party has used its funds. Moreover, the way financial information is reported will be standardized for all parties.

75th Anniversary of Women's Right to Vote in Québec - The Chief Electoral Officer Launches a Website and Commemorative Logo
Quebec City, April 23, 2015 – To mark the 75th anniversary of Québec women getting the right to vote and the right to run for office in provincial elections, the Chief Electoral Officer of Québec is adding a commemorative logo to its institutional signature. The logo will appear whenever the Chief Electoral Officer’s signature is disseminated in the coming weeks as a reminder of a major turning point in the Québec democratic history. In addition, the Chief Electoral Officer is launching today the new website www.votedesfemmes.quebec as another way to mark this 75th anniversary. The website leads to a variety of content related to women’s voting rights and directs visitors to other websites dedicated to the event. Moreover, the Chief Electoral Officer has collaborated with the Québec National Assembly on the Aux urnes citoyennes! exhibit opening in the provincial parliament building in Québec City.

School elections of November 2, 2014 - Candidates spent more than $950,000 attempting to get elected
Quebec City, March 24, 2015 – An analysis of the financial reports and election expenses related to the school election of November 2, 2014, reveals that 814 of the 1,372 candidates authorized by the Chief Electoral Officer of Québec incurred election expenses totaling $956,000. To cover these expenses, they collected nearly $700,000 in contributions, mostly from themselves, in addition to borrowing a total of $318,000. These figures are taken from the Portrait sur le financement et les dépenses des candidats autorisés (Portrait of the financing and expenses of authorized candidates) released today by the Chief Electoral Officer of Québec. The document also presents various statistics on the candidacies, in which in particular it can be noted that 43% of those who ran in the school elections were women, and 57% of the candidates elected are between 45 and 64 years old, an age group that corresponds to 29% of the population.

Authorization of the Union Montréal municipal political party - The Chief Electoral Officer of Québec will continue to rigorously apply the law
Quebec City, February 20,2015 – The Chief Electoral Officer, Lucie Fiset, has confirmed that the Union Montréal municipal political party has once again been enrolled in the register of authorized political entities (REPAQ). As such, the office of the Chief Electoral Officer is respecting the Superior Court ruling of February 10, 2015 concerning the office’s decision to withdraw the party’s authorization. It will not appeal the ruling, and thus will most notably avoid the costs linked to a continuation of the legal debate. Ms.Fiset also points out that on a certain number of legal questions, the Court provided opinions that confirm her office’s jurisdiction as regards the withdrawal of authorization, along with clarifications for parameters regarding the authorization of municipal political parties.

Sectoral political financing and straw man schemes - The Chief Electoral Officer of Québec prosecutes a former executive of an engineering consulting firm for inciting employees to participate in a straw man scheme and is seeking fines totaling $245,000
Quebec City, February 13, 2015 – After an investigation into a corporate political financing scheme in place within the engineering consulting firm SNC-Lavalin, the Chief Electoral Officer of Québec recently filed statements of offence against a former executive of the firm, Yves Cadotte. In so doing, the Chief Electoral Officer of Québec is seeking fines totaling $245,000.

Sectoral financing and straw man schemes - Legal proceedings by the office of the Chief Electoral Officer involving three engineering consulting firms leads to 55 guilty pleas
Quebec City, December 2, 2014 – The Chief Electoral Officer of Québec, Lucie Fiset, wishes to notify the public that 4 offenders entered 55 guilty pleas as a result of violations of the Election Act and the Act respecting elections and referendums in municipalities (AERM) committed between 2009 and 2011. These individuals were connected with three engineering consulting firms, namely Roche ltée Groupe-Conseil, Groupe-conseil TDA Inc., and Dessau Inc. They were obliged to pay fines totaling $85,275.

The finances of Québec's provincial political parties in 2013 - Despite a drop in revenue from contributions, public financing helps provincial political parties show positive results
Quebec City, November 18, 2014 –– The Chief Electoral Officer of Québec, Lucie Fiset, disclosed today the financial reports of the 18 provincial political parties that were authorized in Québec as of December 31, 2013. This portrait of the parties’ finances reveals that over the course of the last year, state financing has enabled most of them to present positive results despite lower revenue from contributions from electors.
